E-Governance

Improvement in access to information for effective decision making, planning and monitoring at provincial and local government levels is the core objective of the AGRP-B project which can be achieved by implementation of E-governance strategy.

Project shares the philosophy that Information and Communication Technology deployment can increase the transparency and accountability of its development stakeholders, strengthen the engagement and participation of citizens in national and local decision-making processes, and improve delivery of public services which are key ingredients needed to achieve the national development goals .

The models of PIS, BLRMIS, and Capacity Building of concerned institutions for greater use of ICT, would assist the Provincial and District governments in planning, decision-making, management and monitoring of developmental activities.

Automation of Local Domicile in district Quetta was initiated on pilot basis by AGRPB Project. It was a demand driven intervention initiated by the Project to improve public service delivery mechanisms and provide better access to information for planning and monitoring of the local domicile system to the district government officials. It would assist the government in maintaining computerized record of all the local domicile certificates issued and would greatly reduce the prospects of issuing any forge local certificates.

PIS Replication

Participatory information system consists of Management Information System and Geographical Information System as decision support systems for planning and monitoring of public services at the district level. The intervention was redesigned as per government requirements; it includes the data collection of the core departments i.e. Education, Health, Livestock and PHE and the preparation of village profiles. The intervention is near completion in district Gwadar which was launched on pilot basis. It is under replication in Quetta and Qila Saifullah districts as well. The Project established District Management Information Centres in district Gwadar and Qila Saifullah, while the establishment of DMIC is under process in district Quetta. Apart from establishment of DMICs, the Project will be focusing on improving the PIS in the focused districts which would be used for community empowerment and management of local level development by the relevant stakeholders.
Moreover, the up scaling of PIS is under process on pilot basis in district Loralai. It is planned to incorporate the development schemes of PSDP in the PIS through integration of Google Earth with PIS and advance GIS Development (remote sensing and satellite images). It is also planned to bring PIS data on line to make it accessible to all the stakeholders.

BLRMIS

The land record management system in Pakistan is totally manual in nature, and is based on a medieval system of record keeping, with the “Patwari” – an official of the local land revenue administration, wielding considerable influence over the interpretation of these records. Such a records/ land management system is no longer relevant to the demands of modern society. The weaknesses of this system are reflected in the disproportionately large number of civil suits related to ownership of land disputes that clog the courts in Pakistan.

Assistance in Governance Reforms

One of the major components of the Project is to provide assistance to the Provincial and local government institutions in its institutional capacity assessment and capacity development plans and to support it in its organizational reforms. The Local Government Commission and Monitoring Committees are expected to be abolished in the new local government system. After the endorsement of the Provincial Cabinet on the Balochistan Local Government Act 2009, reforms are expected in the current local government system. To assist the government in gap analysis in the existing system and for institutional capacity development plan and the way forward for the new system, the project aims at strengthening the Provincial Government and Local Government institutions by providing support to the departments in formulating policies, framing rules and providing trainings to the government functionaries thus capacitating the department in improving the public service delivery mechanisms.
