Local Government Commission

Devolution reforms in Pakistan have introduced a new Government System. The system consists of three tiers that are Zila, Tehsil/Town and Union levels, has been given sufficient autonomy in the matters of administrative and fiscal disciplines. The devolution reforms enacted through the Balochistan Local Government Ordinance, 2001, comprehensively identifies various components of the new government system at the local level.

The new system has given the much required autonomy in the governance at the local level thus, encouraging the participation of the public in the decision making process which is happening for the first time in the country. This is an integrated effort of the public representatives and government officials by providing the vision and than realizing the same. These devolution reforms have brought structural changes in the administration by redesigning the overall structure of administration.

To achieve the goals of this subtle task the Provincial Government through perseverance since the advent of the new local government system is making all out efforts to strengthen the local governments.

  1. The Local Government System is best described as grass root representative democracy with an institutional system. The present Government has introduced a new system of Local Government in the country which after election of Nazims and Naib Nazims has started functioning and after completion of transition period would be fully operative.
  2. The "Local Government Structure" constitutes the third level of Government. First and second being the Federal and Provincial Governments. In pursuance of Articles 7 & 32 of the Constitution of the Islamic Republic of Pakistan, the Local Government activities are to be made operative through elected representatives.
The Three tiered newly Local Government Structures under Devolution plan are as under:

  1. UNION.
  2. TEHSIL/TOWN.
  3. DISTRICT AND CITY DISTRICT GOVERNMENT
