
E-Governance:
Improvement in access to information for effective decision making, planning and monitoring at provincial and local government levels is the core objective of the AGRP-B project which can be achieved by implementation of E-governance strategy.
Project shares the philosophy that Information and Communication Technology (ICT) deployment can increase the transparency and accountability of its development stakeholders, strengthen the engagement and participation of citizens in national and local decision-making processes, and improve delivery of public services which are key ingredients needed to achieve the national development goals .
The models of PIS, BLRMIS, and capacity building of concerned institutions for greater use of ICT, would assist the Provincial and District governments in planning, decision-making, management and monitoring of developmental activities.
PIS Replication:
Participatory information system (PIS) which consist of Management Information System (MIS) and Geographical Information System (GIS) as decision support systems for planning and monitoring of public services at all tiers of LG system was well developed and demonstrated by SDRB (2002-2005. Incorporation of sex-discrimination data across all sectors and involvement of beneficiary communities in the collection, validation and use of data represent some of the unique and significant features of PIS. SDRB project established three full fledged DMICs in district Loralai and Bolan and one model DMIC in Ziarat. The Government of Balochistan had declared PIS as successful tool for Planning and Monitoring.
The interventions of AGRP-B will be focusing on replication of PIS in the focused districts to be used for community empowerment and management of local level development by all the relevant stakeholders.
BLRMIS:
The land record management system in Pakistan is totally manual in nature, and is based on a medieval system of record keeping, with the “Patwari” – an official of the local land revenue administration, wielding considerable influence over the interpretation of these records. Such a records/ land management system is no longer relevant to the demands of modern society. The weaknesses of this system are reflected in the disproportionately large number of civil suits related to ownership of land disputes that clog the courts in Pakistan .
Local Government Commission:
The local government commission is the most important body at the provincial level having oversight functions for all the tiers of Local Government System in the province. The project aims to provide support to Local government Commission to develop mechanisms for institutionalization of Monitoring Committees and Citizen Community Boards at all levels of local government institutions.
